Its a chin guard used to stop eccessive lip movement and opening of jaw. Used in showjumping.

I think it’s to keep them from biting at the martingale. Some horses do it as a habit but they can get badly hurt or panic if they get stuck

Might be to keep the horse from moving the bit around in his mouth. i know some horses can manage to get it under their tongues.

It’s not a flash and it’s not used to get a horse round. It looks like a blanket bib so my guess is to protect chin from knocking?

i don’t know for sure, but in the pictures it looks like the riders don’t have stops for the martingales so maybe its to keep it from sliding

the only thing i can think of is a spit guard to keep the foam from splashing on their chest/front legs. but i don’t really know lol

It’s called a running martingale and basically gives the rider some leverage, especially with horses who toss/raise their heads.
